(SINL NIGERIA) A bill for an act to establish police service commission institute scaled second reading at the upper legislative chamber on Thursday.
When created it will serve as a centre for the administration and management of the institute, and determining the standard of knowledge and skills to be acquired by the personnel of the police service Commission on its oversight functions over the Nigeria Police force.
This bill, which was read for the first time in on Thursday, September 26th, 2024, seeks to establish the Police Service Commission Institute in Kabo, Kano State.
Leading the debate on the bill, sponsored by Senator Abdulhamid, Mallam-Madori Ahmed (Jigawa North East) said effective oversight of any security institution is crucial in promoting accountability, transparency, and professionalism.
He observed that the Nigeria Police Force is an institution that plays a pivotal role in maintaining law and order, protecting lives and property, and ensuring public safety. “However, as with any large organization, it requires structured oversight to ensure its personnel act within the bounds of the law, protect human rights, and maintain the public’s trust”.
He explained that the Police Service Commission, as the oversight body for the Nigeria Police Force, has the mandate to manage the promotion, discipline, recruitment and general administration of the Nigeria Police Force, added that “the role of the PSC requires personnel who are not only skilled in management but also well-versed in law enforcement procedures, human rights, and governance”.
Senator Mallam-Madori said the bill will enhance training for oversight functions, Continuous Professional Development, Information Dissemination, Promote Inter-Agency and Global Cooperation,
Research and Dialogue Center and
Strategic Oversight Skills Development.
Others include, awarding Postgraduate Degrees, Collaboration with Academic Institutions and Strengthening the Relationship Between the PSC and NPF.
Justifying the bill, the lawmaker said “Nigerians are increasingly demanding more from their police force. They want to see a force that is accountable, transparent, and professional in the execution of its duties. To meet this demand, the Police Service Commission (PSC) must be empowered to effectively oversee the police force”.
“I urge you all to support this bill, as it is a vital step towards enhancing the security and safety of our nation. Let us work together to ensure that both the Nigeria Police Force and the Police Service Commission operate at the highest levels of professionalism, integrity and synergy” Senator Mallam-Madori added.
