(SINL NIGERIA) The Nigerian Senate on Thursday passed for second reading a bill for an act to establish the Nigeria Police Force Training Institutions.
The institutions will serve as high-level centres for the provision of professional training.
The bill, sponsored by Senator Abdulhamid Mallam Ahmed Madori (Jigawa North East) seeks to provide for a comprehensive legal and institutional framework for the establishment and operations of Nigeria Police Force Training Institutions, to provide holistic and special training in any professional field relevant to policing and law enforcement.
It would be recalled that the bill was read for the first time on Wednesday, 5th June, 2024.
In a lead debate, Senator Madori said the bill was borne out of an urgent need to reform, professionalize, and enhance the capacity of the police force in meeting the dynamic security challenges of the nation.
“We all recognize the pivotal role the Nigeria Police Force plays in maintaining law and order, protecting lives and property, and ensuring the safety and security of all citizens.
“However, we must equally acknowledge that the complexity of modern crime, the emergence of sophisticated criminal networks, and the increased demands placed on our officers necessitate a new approach to training and capacity development” he said.
He explained that the necessity of the bill cannot be over emphasised, stressing that the current state of Police training institutions across the country is inadequate to meet the growing demand of our law enforcement agencies.
“Many of our existing training facilities are underfunded, outdated, and lack the necessary infrastructure and curriculum to provide specialized training needed for today’s officers.
“Our officers need to be equipped not just with basic skills of policing but with the advance knowledge of intelligence gathering, forensic science, counter terrorism, cybercrime investigation, human rights enforcement and community policing techniques” he added.
Additionally, the bill proposed the establishment of state-of-the-art training institutions that will serve as high-level centres for professional development, namely; Police School of Intelligence, Ilorin, Kwara State, Mounted Troop, Jos, Plateau State, Mobile Training School, Gwoza, Borno State, Mobile Training School, Ila-Oragun, Osun State, Mobile Training School, Ende-Hill, Nasarawa State, K9 Training School, Bukuru-Jos, Plateau State, School of Counter Terrorism, Nonwa-Tai-Port-Harcourt, River State, Technical Operations Training School, Gombe, Gombe State,
School of Communication, Kaduna, Kaduna State, School of Communication, Ikeja, Lagos State and School of Music, Ikeja, Lagos State.
Others are Police Driving School, Ikeja, Lagos State, Central Planning and Training Unit (CPTU) Jos, Plateau State,
Police Institute of Technology, Abeokuta, Ogun State, Police Public Relations School, Abuja-FCT, Police School of Communication, Lagos State,
EOD International Training School, Maiduguri, Borno State and
Police Short Service Training Institute, Ikot Ekpene, Akwa Ibom State.
